Cardiff Council is no different from the rest of the public sector in facing unprecedented financial pressures and the need to reduce overall costs, whilst at the same time managing increasing demand and the need to improve services.
Steve Robinson’s presentation will set out the journey that Cardiff Council’s Commissioning and Procurement Service has been on over the last few years in supporting the Council to meet its objectives. Steve’s presentation will cover:

A change in role saw Steve appointed Project Manager for the procurement and implementation of the Council’s new finance, procurement and HR system. This resulted in the successful implementation of SAP from 2004.
Steve was appointed Head of Procurement in 2005 and is responsible for overseeing the Council’s £330 million annual spend on buying goods, services and works. Steve led the development of the Council’s Commissioning and Procurement Strategy (2011-2015) which sets the Council’s strategic direction.
Steve has recently managed the implementation of Category Management in Cardiff Council and is leading a Source Cardiff initiative which is looking to improve access to tender opportunities for businesses.
Working Smarter not Harder – Challenging the Efficiency of Current Procurement in Wales
Nigel grew up in Cardiff before attending college in London. He studied Finance and Accounting and attained a BA Honours qualification before returning to South Wales to start his professional career.
Employed by Mid Glamorgan Health Authority, Nigel worked in District General Hospitals including Princess of Wales, Prince Charles, East Glamorgan and Caerphilly and District Miners and attained membership of the Institute of Public Accountancy (IPFA) in 1992.
Posts during the 1990s included, Deputy Director of Finance for the Rhondda NHS Trust, Financial Advisor to the NHS Unit in the Welsh Office and Deputy Director of Finance in Neville Hall NHS Trust.
In 2003 Nigel became the Director of Finance & Performance for Torfaen Local Health Board and became Deputy Chief Executive in 2007.
The work in the Local Health Board involved working in partnership and collaboration with public sector organisations. When the opportunity arose to work with Gwent Police, Nigel joined as Interim Director of Finance and Administration in October 2009.
