Tom has come full circle from a North Yorkshire state education, via Oxford’s Trinity College followed by the Civil Service fast stream in 1990. In Whitehall he represented the UK in international negotiations on climate change and endangered species. Tom gained a distinction in a Masters in Business Administration at Imperial College in 1997. After setting up the Regional Development Agency, Yorkshire Forward, he became its Chief Executive in 2006, completing award-winning regeneration developments. Tom is a member of Lord Stevens’ Commission on the Future of Policing and the NHS Futures Forum, and was awarded an honorary degree by Bradford University in July 2008.
Back to Leeds, Tom’s achievements in just over two years at the Council include overseeing: £100m of efficiency savings without reductions in front-line services; good quality assessments across adult social care and other key services; constructing a state of the art Arena; record council tax collection rates; doubling the number of apprentices; and removing children’s services from special measures.
For external partners, Tom strives to make it easier to do business with the Council. Internally, he promotes a values-based culture. In his first year he visited all thirty-three Leeds wards, and to date has personally seen over 5000 employees. Ever forward-looking, Tom now sits on the Centre for Cities board of trustees and he played a pivotal role in bringing the Tour de France Grand Départ to Yorkshire in 2014.
Tom is married to Louise, has two children, Joe and Amy, and is a keen footballer and Middlesbrough supporter.
